Duties


  • Principal advisor to the Assistant Director, SEPS, on all emergency preparedness and physical security matters within the FDIC. The incumbent is responsible for managing, supervising, and directing these two separate programs.

  • Manages and directs the nationwide FDIC Emergency Preparedness program. Uses a comprehensive knowledge of security policy requirements to develop new approaches, methods and procedures to address emergency preparedness issues. Functions as a technical authority in all emergency preparedness matters for the corporation.

  • Serves as the principal contact point for FDIC Headquarters, Regional Offices, and other agencies regarding physical security and emergency preparedness program activities. Maintains liaison with a variety of government officials, to include the Office of the Inspector General, USOPM, the Department of Homeland Security, the United States Secret Service, the Federal Bureau of Investigation, local law enforcement authorities, and other security-related agencies with relation to matters involving emergency preparedness and physical security at the FDIC.

  • Establishes and evaluates corporate-wide physical security policies and standards. Performs periodic vulnerability assessments of the physical security operations of FDIC facilities nationwide to determine specific weaknesses. Provides technical advice and guidance in determining the need for new or upgraded security systems, to include identification cards, cameras, locks, metal detectors, etc. Establishes policies and procedures to ensure adequate protection of FDIC personnel from workplace violence. Establishes employee training programs to increase their security awareness; and; providing periodic review and assessment of all FDIC contracted guard services.

  • Manages and oversees the operations for the agency-wide HSPD-12 Personal Identity Verification (PIV) card issuance program, and the visitor and local access badge issuance and visitor screening program.

  • Researches and prepares a variety of complex administrative reports for upper level FDIC executives. Collaborates with upper management to study, review, plan, and develop all aspects of one or more FDIC protective programs to enhance the overall level of security at FDIC. Develops, recommends, and administers standards, criteria, procedures, and innovative solutions to successfully resolve problems.

  • Directs the planning, assignment, and performance of work of subordinate professional staff to ensure conformance to program objectives, policies, standards, and procedures; monitors productivity.

Qualifications


Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience in leading, managing and running a national emergency notification systems, physical security/HSPD-12 program, developing and executing security policy initiatives and strategic program plans; conducting project management including, development and management of project objectives, applying agile project management processes, managing project milestone schedules, resource and budget/contract management, and project team management.

  • Knowledge in the specialized fields of emergency preparedness and physical security programs to function as a technical authority in assignments requiring application of new policies, technologies and developments, such as Homeland Security Presidential Directive 12, HSPD-12 (universal standards).

  • Knowledge of contracting policies and procedures necessary to administer contracts and perform as an Oversight Manager.

  • Ability to communicate orally.

  • Ability to communicate in writing.

  • Knowledge of corporation functions, organizations, policies, rules and procedures necessary to establish administrative programs and assure compliance, such as, Corporation Contracting Guidelines, Budget and Accounting Policies, and Records Management Policies.

  • Knowledge of functions, programs, operations, and organizational structure, sufficient to develop emergency preparedness and physical security policies and procedures necessary to maintain effective security programs.

  • Skill in conducting in-depth security analyses, formulating solutions, and implementing divergent and technical solutions to security problems.

  • Ability to coordinate work efforts and give proper instructions.

  • Ability to apply the knowledge to practical supervisory personnel functions, including supervising a diverse workforce with different levels of ability.
